Many have reported being locked out of their accounts when signing up without giving a phone number. Kinda douchey if you ask me.

I mean it kinda makes sense but that's still data retention after account deletion.

As stated before, people get locked out of their accounts unless they add a phone number. This is especially true for people who use VPN/Tor to connect to Twitter.
Unless you break their ToS, your data will usually be gone after you delete your account (or like, 18 months).
The official Twitter app may be closed source, but a lot of its components are on their Github page.
One example I can think of is Shitter (yes that's it's actual name).
To clarify Twitter is in the online advertising business. It's how they make most of their revenue.

Analysis: So much for thinking new leadership would actually make the platform better. Elon went from real life Tony Stark to scummy billionaire real quick, and his purchase of Twitter just made his grave deeper. Privacy in Twitter since the Musk acquisition has been both ups and downs, but mostly downs. On one hand, Twitter finally implements E2EE messaging (albeit a bit faulty). On the other hand, they shut down their Tor Service, phone numbers are still a soft requirement, all the proposed change Elon said he'd do... well, he didn't do. The 8$ blue check service has not done anything at all to preserve the privacy of people who pay for it, and it just caused pandemonium when it was first implemented. Furthermore, Twitter has complied more with government censorship since Musk took over. Folks, Twitter's a dumpster fire right now not worth diving in to. Do yourselves a favor and switch to Mastodon.
